Question about non color touch color on a bo30

There is a friend of mine that has an Our army at war 83 that is fairly low grade but on the cover near the bottom right there are several spots of silver paint(like testors model silver) on it. Since there isnt any silver on the cover like that is that treated as a defect? There are about 3 spots I believe and they are around 2-4 mm in size. | ||

Are you meaning treated as a defect, or as Restoration? Getting Paint on the cover accidentally will hurt the books condition. |

Well sure I know that I guess I wanted to know if there was ever a possibility it would ne called color touch, when in reality it is just color on the cover. | ||

Yes, for something like this where it is random paint splatter, I imagine CBCS would appropriately downgrade but not put it under the Restored umbrella. | ||
