From the Description of 9.6
“Unobtrusive date stamps or arrival dates in pencil or ink are acceptable.”

I don’t know if this would be considered obtrusive or not. I wouldn’t expect expect a 9.6, but that would be its max

I had no idea that any business still stamped comics. It makes sense that in the old days a liquor store, a drug store or a corner market might do that as they didn't know better and it was their way of keeping inventory in order to return unsold items for credit. To see this from a comic book store today knowing that it might lower the value of a key book (I know they didn't know it was key when they received it) or any comic is incredible to me.

Seems it the highest would be a 9.6

I was shocked also. But I think the most likely answer is that it was some kind of giveaway or donation book from the store. Since it had no further value to the store they probably stamped it with address and phone number.
