The reason there were no issues with Scarlett is because she's the Black Widow...a trained killing machine...a super assassin...Shuri is a genius on par with Tony Stark but she's probably 90 pounds. The physical component required to be Black Panther is not there.

We just have Shuri reverse engineer the super soldier serum from Caps blood.

Steve was easily the same size as Shuri before the serum. Just FYI: The serum isn't real. She would have to bulk up in real life to convey any sort of physical presence... Yes, I think we all know the serum isn’t real. I’m pretty sure we were all talking in the context of the movie. Not sure why you switched gears there, but whatever floats your boat. Besides, even with CGI, she wouldn’t necessarily have to bulk up. Well just have to agree to disagree here...
