This is a very common thing for Dells. Many of their titles started off in the Dell Four Color series and when they became ongoing titles all those issues were counted in the series numbering. This may have had something to do with the fact that publishers had to pay the post office for a second class mailing permit for each new title they started. That led to some creative issue numbering back in the 50s. Here is another example, Dell Four Color #169, AKA Woody Woodpecker #1.
