Jackie recalls his Dad's crash at LeMans and his stint in the hospital, and realizes the dangers of driving. Years later Dexter and his gang of thugs have been reeking havoc on the city streets with their reckless driving, prompting the police commissioner to call a meeting to discuss raising the teenage driving age. Jack and the Hot Wheels team must face off with Dexter and his goons. While losing the Race to Dexter, Jackie and the Hot Wheels team earns the respect of the Police Commissioner.
