Most likely. I have bought convention variant issues and walked them straight to be graded. Never paid the extra money for same day turnaround but I can see someone doing that.

Since the write-up talks up the holder and CGC more than the actual book, it seems to me that the seller is actually "working" for CGC. Or at least, got quick turn-around times as a favor for his marketing scheme. So to a casual collector or investor, his wording is more to calm any fears over "rumors" about the new holders. Luckily, most of us know better.
